Regulations on the Management of Student Work Study Assistance

CHAPTER I GENERAL PROVISIONS


Article 1: In order to implement the spirit of "creating conditions, encouraging and supporting students to participate in work study programs" proposed by the Central Committee of the Communist Party of China and the State Council on the "Outline of Education Reform and Development in China", further improve the work study program in our college, and make it systematic, standardized, and institutionalized, this regulation is hereby formulated based on the actual situation of our college.


Article 2, Chapter 6, Article 56 of the Higher Education Law of the People's Republic of China stipulates that "students of higher education institutions may participate in social services and work study activities in their spare time, but shall not affect the completion of learning tasks. Higher education institutions shall encourage and support students' social services and work study activities, and provide guidance and management." As an important supporting measure of higher education reform, carrying out work study activities aims to promote the comprehensive development of students in morality, intelligence, and physical fitness, guide students to establish a labor concept, cultivate the virtues of diligence, thrift, and thrift, and enhance practical abilities.


Article 3: Students participating in work study programs mainly involve intellectual and physical labor such as teaching assistants, research assistants, management assistants, and work assistants within the school. Students who engage in part-time work and study on campus should comply with national laws, regulations, and various rules and regulations of the school.


Chapter 2 Organizational Work


Article 4: The funding center shall establish a work study management position, specifically responsible for the organization and management of work study.


Article 5: All units and mass organizations within the hospital shall actively support the work study program and set up work study positions as needed. Each department responsible for setting up positions should apply for and fill out the "Application Form for Setting up Work Study Positions" (attachment) from the funding center in advance, and formulate job responsibilities. After the initial review by the funding center, it should be submitted to the college for approval. In principle, the weekly working hours of each position shall not exceed 14 hours. Off campus units recruiting students to participate in work study activities or carry out activities related to work study must apply to the funding center in advance and obtain approval from the college before proceeding. Those who carry out activities without approval shall report to the college or relevant departments for handling depending on the specific situation.


Article 6: Students who engage in work study activities outside of school in combination with their majors must comply with the spirit of these regulations, be guided by counselors or professional teachers, and report to the funding center for record keeping.


Article 7: Work study positions shall be announced once in the first semester of each academic year (September) and shall be publicly recruited to all students in the college. Students who participate in work study programs must fill out the Work Study Approval Form (attachment) and obtain approval from the employer and the funding center before they can take up their positions.


Article 8: If an employer cancels the established work study position or dismisses the work study students they use midway, they must register the cancellation or dismissal at the funding center within 5 working days before the cancellation or dismissal.


Article 9: Students who participate in work study work shall be assessed on a monthly basis by the work study guidance teacher of the department where they work, including their attendance, workload, labor performance, and labor effectiveness. The assessment results will be sent to the funding center.


Chapter 3 Responsibilities of Work Study Professional Positions


Article 10: In accordance with these regulations, the entire college shall manage and coordinate work study activities, actively contact relevant units and mass organizations, and organize students to participate in work study activities. Develop a work study plan, record implementation status, and write a work summary.


Article 11: Assist the funding center in managing and using the special fund for work study assistance.


Article 12: Actively collect information on work study programs, explore channels for work study programs, organize students to participate in scientific, technological, cultural and educational services, and other paid labor.


Article 13: Establish files for students in financial difficulties, and actively absorb and guide students from economically disadvantaged families to participate in work study programs, so that they can obtain corresponding remuneration through labor and successfully complete their studies.


Article 14: Protect the rights and interests of students participating in work study activities. According to the principles of seeking truth from facts, fairness and reasonableness, help students solve problems that arise during work study activities.


Chapter 4 Rights and Obligations of Students Participating in Work Study Activities


Article 15: Students who participate in work study activities have the following rights:


1. Have the right to understand the relevant information and nature of the work and study positions of the employer.

2. Have the right to request the Student Affairs Office to coordinate and resolve disputes with employers to protect their legitimate rights and interests.


Article 16: Students who participate in work study activities shall fulfill the following obligations:


1. Seriously complete the learning tasks specified in the teaching plan, actively participate in collective activities organized by the college and class, and participate in work study activities when there is spare time for learning.

2. In the process of work study assistance, it is important to respect teachers, master work skills as soon as possible, be enthusiastic and courteous towards service recipients, conscientiously fulfill work responsibilities, and complete relevant work tasks.

3. Comply with national laws and regulations, abide by various rules and regulations of the college, as well as relevant rules and regulations of the employer, and maintain the reputation of the college and the employer.

4. If you want to resign from your part-time job, you must apply to the employer in advance. After obtaining the consent of the employer, register for resignation at the funding center.


Chapter 5 Fund Management and Remuneration Distribution


Article 17: In accordance with the relevant spirit of the Ministry of Education and the financial management regulations of the college, a certain proportion of the annual tuition fee income shall be allocated for the work study fund.


Article 18: The Work Study Fund shall be used for student work study activities and other teaching, research, management, and work assistance activities. The funds are dedicated for specific purposes, and the income and expenditure are strictly managed and executed by the funding center in accordance with relevant regulations.


Article 19: The remuneration for work and study shall be determined based on the nature of work and working hours of different positions, and shall be announced after approval by the leaders of the responsible institute.


Article 20: The remuneration for students who work hard and study hard shall be calculated and paid on a monthly basis. Before the 10th day of each month, the employing unit shall fill out the "Student Work Study Employment Report" (attachment) based on the actual work situation of the work study students. After being reviewed by the funding center, it shall be submitted to the relevant leaders for approval before being collected from the finance room.


Chapter 6 Rewards and Punishments


Article 21: The funding center shall establish a record of work study programs and evaluate students who participate in work study activities. Commend those who excel in their work.


Article 22: Students shall not engage in the following behaviors:


1. Students engage in commercial activities for profit under the guise of working hard to support their studies;

2. Setting up stalls, distributing goods, and posting commercial advertisements on campus without authorization;

3. Stealing the name of the funding center to organize work study activities and disrupting the order of the college's work study activities.


Article 23: Students who violate Article 22 shall be educated and punished in accordance with relevant regulations on student management. Students who violate Article 16, Paragraphs 1, 2, and 3 shall have the right to be dismissed by the funding center and the employing unit. Students who violate Article 16, Paragraph 4 will no longer be allowed to participate in work study programs by the funding center. If it causes adverse effects on the work of the employer, it will be dealt with according to the situation of the impact.


Chapter VII Supplementary Provisions 


Article 24: These regulations shall come into effect on September 1, 2019.


Article 25: This regulation shall be interpreted by the Student Affairs Office.


Article 26: These regulations only apply to this court.
