Ministry of Education: Six Prohibitions, Ten Prohibitions, Ten Openness, and 30 Prohibitions for College Entrance Examination Enrollment


"Six Prohibitions" for Enrollment Staff

1. It is not allowed to violate the relevant national enrollment regulations.


2. It is not allowed to engage in favoritism, fraud, or fraud.


3. No way is allowed to affect or interfere with the normal order of enrollment work in any way


4. Do not assist or participate in any illegal enrollment activities organized by intermediaries or individuals.


5. Do not request or accept gifts, cash, or securities from candidates and parents.


6. It is not allowed to charge any fees related to enrollment and admission to candidates and parents for any reason.


Ten Prohibitions on College Enrollment

1. It is strictly prohibited for provincial-level recruitment offices to lower standards and assign candidate files to relevant universities outside of policies;


2. Strictly prohibit provincial recruitment offices from illegally changing admission schools for admitted candidates;


3. It is strictly prohibited for universities to use adjustment plans or lower standards to nominate candidates for admission;


4. It is strictly prohibited for universities to charge any fees related to admission to candidates or parents at any time and for any reason;


5. It is strictly prohibited for universities to participate in on-site enrollment consultation activities organized by various intermediary organizations without the approval of the provincial college enrollment committee;


6. It is strictly prohibited for universities to illegally promise admission or sign "pre admission agreements" or attract students with promises such as "high scholarships for new students" or "re choosing majors after admission" in various ways before the admission process is completed;


7. It is strictly prohibited for universities to engage in vicious competition among students or to induce candidates to fill out their preferences or even deceive them into enrolling through false advertising;


8. It is strictly prohibited for universities to issue admission notices without plans or beyond the scope of the approved admission list by the provincial recruitment office;


9. It is strictly prohibited for universities to avoid provincial recruitment agencies and recruit candidates through intermediary agencies or high school teachers who organize their own source of students;


10. It is strictly prohibited for military academies to recruit so-called "local commissioned trainees" or "self funded students" in various names without the approval of the Ministry of Education.


30 Prohibitions on College Enrollment

1. The enrollment committees and education administrative departments of provincial universities shall not introduce enrollment methods that violate the national enrollment policy, such as non compliant "point based" admissions;



2. Not exceeding one's authority to formulate enrollment methods or preferential policies;



3. It is not allowed to expand the enrollment scale or adjust the enrollment plan of universities without authorization;



4. It is not allowed to adjust the scope, enrollment plan, and prescribed project scope of special types of enrollment pilot universities such as autonomous enrollment, high-level sports teams, and high-level art troupes without authorization;



5. It is not allowed to transfer the plan to any military academy for enrollment.



6. Provincial recruitment offices shall not release candidate files to relevant universities in violation of the admission procedures or by lowering standards beyond policies;



7. It is not allowed to release the files of special types of candidates, such as independent enrollment, that have not been publicly disclosed as required, to universities or to handle admission procedures for universities;



8. Do not change the type of college enrollment plan without authorization;



9. Not allowed to handle admission procedures for unplanned universities or for universities to break through enrollment plans without authorization;



10. It is not allowed to illegally change the admission school and major for admitted candidates;



11. Except for special national needs, it is not allowed to illegally organize supplementary enrollment for special types of students after the enrollment is completed.



12. Universities are not allowed to publish enrollment regulations that have not been filed with the competent department or engage in false enrollment promotion;


13. It is not allowed to enroll students without a plan or without exceeding the planned scale, or adjust the plan in violation of the requirements of plan management;


14. It is not allowed to set the admission ratio for male and female students without authorization;


15. Unauthorized expansion of the scope and enrollment plan of special types of enrollment regulations such as independent enrollment, high-level sports teams, and high-level art troupes;


16. Not to lower the admission standards and refuse to admit candidates who meet the requirements in violation of the prescribed enrollment procedures;


17. It is not allowed to change the selected majors, admission discount scores, or candidates who do not meet the conditions for admission in special types of enrollment;


18. It is not allowed to change the admission major of candidates during the issuance of new admission notices and new enrollment registration process;


19. It is not allowed to transfer art and sports majors to general majors or transfer students recommended for admission by foreign language schools to non foreign language majors after new students enroll;


20. It is not allowed to promise admission to candidates in violation of regulations in any way before the end of the admission process, or to maliciously seize student sources through methods such as "signing pre admission agreements", "high scholarship for new students", "re selecting majors after admission", etc;


21. No gifts, gifts, securities, or any fees related to enrollment shall be collected from secondary schools, candidates, or parents;


22. It is not allowed to illegally recruit candidates through intermediary agencies or school teachers organized by the provincial recruitment office;


23. It is not allowed to organize students from other provinces who do not meet the local college entrance examination registration requirements in separate exams, comprehensive evaluations, and other vocational classification exams.


24. Pilot universities for independent enrollment shall not carry out any assessment activities related to independent enrollment in any form before the college entrance examination.


25. Universities conducting special types of enrollment shall not entrust individuals or intermediary organizations to carry out special types of examination enrollment related work, or delegate the review, examination, selection and other work to the internal colleges (departments, departments, etc.) of the school to be independently responsible;


26. Professional qualification certificates or qualified lists shall not be issued without assessment;


27. Universities, internal colleges (departments, departments, etc.), and faculty members are not allowed to organize or participate in pre exam tutoring or exam oriented training.


28. During the high school education stage, schools and teachers are not allowed to replace or interfere with candidates in filling out their college entrance examination preferences;


29. No fees related to enrollment shall be charged to universities in any name;


30. Candidates are not allowed to provide recommendation materials, proof materials, etc. that do not match the facts, or to fabricate facts or intentionally conceal facts in the candidate's comprehensive quality file.
