Regulations of the Student Union of Xiangtan University of Technology

CHAPTER I GENERAL PROVISIONS 

Article 1: This constitution is formulated in accordance with the Constitution of the All China Student Union and the Constitution of the Hunan Provincial Student Union, and is named the Student Union of Xiangtan University of Technology. The Student Union of Xiangtan University of Science and Technology is a mass organization of all students under the leadership of the school party committee and the superior student union, and under the specific guidance of the school youth league committee. Its main principles and purposes are to promote students' self-service, self-management, self-education, and self-supervision.

Article 2: This association recognizes and abides by the Constitution of Xiangtan University of Technology, and participates in the All China Student Union and the Hunan Provincial Student Union. All activities of this association are guided by the Constitution of the People's Republic of China as the highest standard.

Article 3: All rights of this association belong to all members. The institutions where members exercise democratic power are the school wide student representative assembly, the student representative assembly of each college, and the class wide student council.

The main tasks of this association are:

（1）Adhere to the Party's basic line, implement the Party's educational policy, promote the comprehensive development of students in morality, intelligence, physical fitness, aesthetics, and labor, unite and guide students to become talents of the new era who love the motherland and adapt to the requirements of the socialist cause with Chinese characteristics, further enhance their confidence in the path, theory, system, and culture of socialism with Chinese characteristics, consciously establish and practice the core socialist values, Strive hard to realize the Chinese Dream of the great rejuvenation of the Chinese nation.

（2） Give full play to the role of bridges and bonds, effectively establish connections and communication between schools and students, safeguard the legitimate rights and interests of students, and wholeheartedly serve the vast number of students;

（3） Based on the characteristics and needs of students, carry out lively and diverse academic, technological, public welfare, cultural exchange and other activities, create a positive and elegant campus cultural atmosphere with an international perspective, strengthen external exchanges and cooperation, and provide students with assistance in studying abroad services to comprehensively improve their overall quality;

（4） Strengthening the unity among students from all ethnic groups and making due contributions to maintaining the great unity of the Chinese nation;

（5） Develop friendly relations with sister universities and strengthen connections with students from Taiwan, Hong Kong, and Macau. Establish an excellent spiritual outlook for students at Xiangtan University of Technology.

（6） Fully leverage the school motto of "integrating knowledge and action, striving for excellence", actively carry out characteristic education activities such as "labor education", "entrepreneurship education", and "practical education", with serving the real economy as the core of education, paying attention to market dynamics, and improving students' adaptability.

Article 5: This association implements the principle of democratic centralism. The representatives of the student representative assembly of the whole school and each college (department) are elected democratically, and the assembly is responsible to the members and subject to their supervision. The Standing Representative Committee and the Presidium of the Executive Committee are elected by student representatives, responsible to the Student Representative Committee, reporting on their work, and subject to their supervision. The division of powers among student organizations at all levels follows the principle of giving full play to the enthusiasm, initiative, and creativity of grassroots student organizations under the unified leadership of the student union on campus.

Article 6: The association shall hire cadres from the school Youth League Committee as the Secretary General of the Student Union, representing the school Youth League Committee to provide guidance and assistance to the work of the Student Union.

Chapter 2 Rights and Obligations of Members

Article 7: All undergraduate students who have obtained the status of Xiangtan University of Technology and recognize the articles of association are members of the association.

Article 8: Members shall enjoy the following rights in accordance with this Articles of Association:

（1） Enjoy equal suffrage and the right to be elected within this association;

（2） The right to supervise, criticize, and provide suggestions to the organizations and cadres at all levels of the association and their work through various reasonable channels and methods;

（3） Enjoy the right to participate in various activities organized by our association;

（4） Members have the right to request assistance and protection from the association when subjected to unfair treatment within the association; When members encounter difficulties in their studies, daily life, etc., they have the right to request assistance from our association to solve them; Organizations at all levels of this association must take it seriously.

Article 9: Members must fulfill the following obligations when exercising the rights granted by this Articles of Association:

（1） Comply with the national constitution and other laws and regulations, abide by school discipline and rules, and abide by the articles of association of this association;

（2） When exercising their rights, they shall not harm the interests of the state, society, or this association, nor obstruct others from exercising their rights;

（3） Support the work of organizations at all levels of the association, actively participate in various activities organized by the association, implement the resolutions of the association, strive to complete the work entrusted by the association, and maintain the honor of the association.

Article 10: In addition to fulfilling their membership obligations, cadres of student unions at all levels must maintain a positive work style, work hard to learn, and serve their classmates enthusiastically.

Chapter 3 Power Institutions

Article 11: The Student Representative Assembly (referred to as the Student Representative Assembly) of Xiangtan University of Technology is the highest authority of this association.

Article 12: The Student Congress shall be held every two years. In case of special circumstances, with the approval of more than two-thirds of the Standing Committee and the approval of the School Party Committee, the meeting may be convened in advance or postponed. The representatives of the Student Congress are democratically elected by the college (department) as a unit. The number of representatives from each college is allocated proportionally based on the total number of students.

Article 13: The Student Congress shall be prepared and composed of a presidium by the previous Standing Congress and the Executive Committee. The Student Congress is chaired and convened by the Presidium of the conference.

Article 14: The student congress shall be convened only when more than two-thirds of the formal representatives are present.

Article 15: The student congress shall exercise the following powers:

        （1） Listen to, review and approve the work report of the previous Executive Committee Presidium.

        （2） Determine the work policy and tasks of this student union.

        （3） Revise, review and approve the Student Union Charter of Xiangtan University of Technology.

        （4） Elect the presidium of the new Student Congress.

        （5） Election of the new Chairman of the Standing Committee.

        （6） Confirm the qualifications of the members of the Standing Committee elected by the representatives of the Student Congress of each college.

（7） Approve the list of executive committees proposed by the presidium of the new Student Congress.

Article 16: During the convening of the Student Congress, representatives shall have the following rights:

（1） The right to propose proposals within the scope of authority of the Student Congress;

（2） The right to question all work reports of the previous Executive Committee and Standing Committee.

Article 17 Representatives of the Student Congress shall also fulfill the following obligations:

（1） Listen to the voices of members and reflect their opinions.

（2） Attend the student representative meeting on time.

（3） Diligently fulfill responsibilities and exercise power.

Article 18: The revision of this Articles of Association shall be approved by more than two-thirds of the representatives of the Student Congress; When voting on other issues, it shall be passed by more than half of the total number of representatives.

Chapter 4 Execution Agency

Section 1 Executive Committee

Article 19: The Executive Committee (referred to as the Executive Committee) includes members of the Presidium, the Director of the Office, and the Ministers of each department. It is the highest executive body of the Student Congress during its recess.

Article 20: The Executive Committee shall establish functional departments such as offices. The appointment and removal of deputy office directors and deputy department heads shall be proposed by the office director and department heads respectively, approved by the chairman of the executive committee, and reported to the Standing Committee for record.

Article 21 Adjustment methods during the recess of the Student Congress: The Vice Chairman, Office Director, and Department Ministers shall be nominated by the new Chairman of the Executive Committee and approved by regular representative meetings.

Article 22: The Executive Committee shall implement a chairman responsibility system.

Section 2 Presidium

Article 23: The Presidium of the Executive Committee is the leading body of the Executive Committee. There is one chairman and three to five vice chairmen, and at the same time, in accordance with the Guiding Opinions on Strengthening and Improving the Construction of Graduate Student Associations in Higher Education Student Union issued by the China Youth Council Joint Document [2014] No. 3, one of the vice chairmen of the student union also serves as the chairman of the social union. The chairman is democratically elected by the Student Congress; The Vice Chairman is nominated by the Chairman and elected by the Student Congress. The chairman is democratically elected by the Student Congress; The Vice Chairman is nominated by the Chairman and elected by the Student Congress.

Article 24: During the recess of the student congress, the vice chairman shall be nominated by the chairman and elected by two-thirds of the regular congress.

Article 25: The Presidium shall exercise the following powers:

（1） Implement the resolutions of the Student Union Congress, implement the Articles of Association of the Student Union, formulate the overall work plan of the Student Union Executive Committee, and lead the work of various departments.

（2） Decide on the organizational structure of the Executive Committee and nominate and appoint department heads to the Standing Committee.

（3） Report work to the Student Congress and prepare for the next Student Congress.

（4） Decide on major issues of the Executive Committee and exercise the powers granted by the Student Congress.

Article 26: During the recess of the Student Congress, be responsible to the Standing Congress, regularly report on work, and accept its supervision and inspection. Timely resolve (or discuss with relevant departments of the school) proposals from the regular representative meeting and provide a response.

Section 3 Functional Departments (Offices)

Article 27: Each functional department (office) is a permanent functional organization for the Executive Committee to handle daily work and carry out activities, with one minister and two deputy ministers.

Article 28: Each department (office) shall implement a ministerial responsibility system and be responsible to the presidium.

Article 29: Each functional department (office) shall formulate corresponding rules and regulations, clarify the work direction and internal powers, and submit them to the Presidium for approval and the Standing Committee for record.

Section 4 Cadres

Article 30: The conditions that cadres of this association should meet:

（1） Having a high level of political consciousness and moral standards, adhering to the Four Cardinal Principles.

（2） Good academic performance, abide by school rules and regulations, unite with classmates, lead by example, and be able to set an example and lead by example.

（3） Has strong organizational skills, social activity skills, and a sense of work responsibility, with a spirit of serving classmates wholeheartedly.

Article 31: The Presidium of the Student Union shall regularly conduct job evaluations on student union cadres and report them to the Youth League Committee of their respective colleges (departments). Cadres who submit applications to withdraw from the Student Union must submit formal written materials to the Presidium and have them confirmed with the seal of their college's Youth League Committee.

Chapter 5 Grassroots Organizations

Section 1 College (Department) Student Union

Article 32: The college (department) student union is the college level (department level) organization of this association, under the dual leadership of the party organization of the college (department) and the student union of the school, and under the guidance and assistance of the college (department) youth league organization.

Article 33: The student representative assembly of a college (department) is the highest authority of the college (department) student union, elected by all members of the college (department), responsible to it, and reports on its work. The Student Union of the College (Department) elects the leadership structure of the Student Union Standing Committee and Executive Committee, which are the highest authority and highest executive body of the Student Union of the College (Department). They are respectively under the leadership of the Student Union Standing Committee and the Executive Committee of the Student Union, and report their work to them.

Article 34: The organizational structure, responsibilities, authorities, and engineering procedures of the college (department) student union shall correspond to the school student union in principle, and shall be formulated by the student union of each college (department) in accordance with the principles of this constitution.

Section 2 Class Committee

Article 35: The class committee is the grassroots organization of this association, elected directly by the class assembly, responsible to all classmates and reporting on their work.

Article 36: The class committee shall be under the dual leadership of the affiliated college, department branch youth league committee, or each youth league branch, as well as the college, department student union, and student cadre group of each youth league branch, and shall receive guidance and assistance from counselors.

Article 37: The organizational structure, responsibilities, authorities, and work procedures of the class committee shall be determined by the student cadres and organizations of the student union and the general branch of the college or department where they are located.

Article 38: The class committee shall be composed of one class leader, deputy class leaders, and several members, all of whom shall be democratically elected.

Article 39: The composition of the class committee shall be submitted to the student union for record.

Article 40: The term of office of the class committee is one year. In special circumstances, after consultation and agreement among the student cadres, organizations, and counselors of the college, department student union, and youth league branch, the class committee may convene a class meeting in advance to elect a new class committee.

Chapter 6 Student Union Funds

Article 41: The budget for the activities of the school student union shall be proposed by the school student union, reviewed by the school youth league committee, submitted to the school, and included in the school's annual budget.

Article 42: The student union may make extensive use of social forces when organizing various large-scale activities.

CHAPTER VII SUPPLEMENTARY PROVISIONS

Article 43: Each department of the student union may formulate its own work regulations in accordance with this constitution, but the content shall not conflict with this constitution.

Article 44: The terms "above" and "below" in this Articles of Association shall include the corresponding number.

Article 45: This Constitution shall be interpreted by the Standing Committee of the Student Congress.

Article 46: This constitution shall come into effect from the date of its adoption and publication by the student representative assembly.

Method for Selecting Candidates for the Presidium of the Student Union of Xiangtan University of Technology in 2020

In order to further improve the efficiency of student management at Xiangtan University of Technology, fully tap into the talents and abilities of student cadres, and enhance the school's governance capacity, combined with the current requirements of epidemic prevention and control, the school has carried out a new term (appointment) and election of the Xiangtan University of Technology Student Union. The Presidium of the Xiangtan University of Technology Student Union is the highest executive body of the school's student union and is responsible to the entire student representative assembly.

1、 Guiding ideology

Adhering to the ideology of socialism with Chinese characteristics in the new era and the spirit of the 19th National Congress of the Communist Party of China and the 18th National Congress of the Communist Youth League, focusing on the central work of the school, actively playing the role of self-management, self-education, and self-service of student autonomous organizations, and contributing to the construction of Xiangtan University of Technology into a high-level application-oriented university.

3、 Election requirements and instructions

Students who meet the qualifications of candidates for the presidium can submit application materials to the preparatory committee composed of the deputy secretary of the school party committee, the secretary of the school youth league committee, department counselors, and the previous presidium through a combination of personal registration and organizational recommendation. The organizing committee will review the qualifications of the applicants and organize interviews and assessments. Candidates will be selected based on the difference, forming the "Recommended List of Candidates for the Student Union Presidium of Xiangtan University of Science and Technology". The list will be submitted to the school's student representatives for review and will be elected equally by the student representative assembly of Xiangtan University of Science and Technology (candidates must receive more than two-thirds of the votes).

4、 Selection criteria:

Candidates for the Presidium must meet the qualifications for serving as student representatives;

The candidates for the presidium are targeted towards full-time undergraduate students of Xiangtan University of Technology in 2019, who have a correct political stance, firm ideals and beliefs, excellent moral qualities, high comprehensive quality, good academic performance in the academic year, and have received scholarships and awards at or above the university level. Priority will be given to recommending them;

The candidates for the presidium should have rich experience in student work and strong organizational and leadership abilities.

Method for Selecting Student Representatives at Xiangtan University of Technology

According to the relevant provisions of the Constitution of the All China Student Union, a method for selecting representatives from various electoral units to attend the Student Representative Conference of Xiangtan University of Technology (hereinafter referred to as the "Student Representative Conference") is hereby formulated.

1、 Determination of representative candidates

The selection method for the candidates of the representatives (hereinafter referred to as "representatives") attending the Student Representative Conference of Xiangtan University of Technology is as follows: each class's election unit deliberates and discusses, fully promotes democracy, solicits opinions from a wide range of students, ensures the number and proportion of student participation, and proposes a list of candidate candidates for the Student Representative Conference based on the principle of nomination of representative candidates, After review and approval by the Preparatory Committee for the Student Representative Conference of Xiangtan University of Technology, the candidate has been identified as a representative. The members of the preparatory committee for convening the Student Congress shall be the ex officio representatives of the conference.

2、 Election of representatives

Each class election unit prepares to hold a student representative meeting or student assembly, and submits the list of candidate representatives for this election unit to the student representative meeting or student assembly for differential election (with a differential ratio of no less than 20%). Representatives attending the student representative meeting are elected through anonymous voting.

3、 Approval of representative election results

After each electoral unit elects representatives to attend the Student Representative Conference in accordance with the provisions of the document, they shall submit it to the Preparatory Committee of the Student Representative Conference of Xiangtan University of Technology, organize the filling of the Student Representative Registration Form (see Annex 1), and submit it to the Preparatory Committee of the Student Representative Conference of Xiangtan University of Technology on time.

Preparation and establishment of a democratic evaluation committee with student representatives as the core, with the participation of the school party committee, student affairs office, school youth league committee and other departments. Members of the school student union chairman and department heads report to the evaluation committee every semester, and the evaluation committee comprehensively and objectively evaluates them from four aspects: "morality", "ability", "diligence", and "performance". Adhere to the orientation of service and contribution, and use the evaluation results as the basis for selecting and nominating outstanding students when student union staff enjoy matters such as recommending and joining the Party, awarding and evaluating outstanding students, bonus points in evaluations, recommending and transferring students, and pursuing graduate studies without examination.

The guidance of the school party committee on the work of the student union

The school party committee comprehensively and uniformly leads the work of the school student union. The school party committee regards the construction of the student union as an important part of promoting the overall layout of party building work, establishes a leadership group for the construction of the student union, is responsible for researching, deliberating, and managing important issues in the construction of the student union, and submits major projects to the school party committee for research and approval. The leadership group for student union construction is led by the school leaders in charge of student affairs, with the main responsible persons of the security office, personnel office, academic affairs office, student office, and school youth league committee serving as members. The office of the leadership group is located in the Student Affairs Office, with the school leader in charge of student affairs serving as the team leader, responsible for coordinating the daily work of the Student Union. At the same time, the secretary of the school Youth League Committee provides specific guidance on the work of the Student Union.
