Measures for the Administration of National Student Loans

Chapter 1 General Provisions


Article 1: In order to strengthen the management of national student loans in our school, standardize business operations, clarify work responsibilities, and help students from economically disadvantaged families successfully complete their studies, in accordance with the Notice of the General Office of the State Council on Forwarding the Several Opinions of the Ministry of Education, Ministry of Finance, People's Bank of China, and Banking Regulatory Commission on Further Improving the Work of National Student Loans (State Council Office [2004] No. 51) "Notice on Adjusting and Improving Policies and Measures Related to National Student Loans" (Caijiao [2014] No. 180), "Several Opinions of the Ministry of Education, Ministry of Finance, People's Bank of China and China Banking Regulatory Commission on Improving National Student Loan Policies" (Jiaocai [2015] No. 7), and "Operating Regulations for National Student Loans" (2016 Edition), combined with the actual situation of our school, are formulated in this method.

Article 2: National student loans are credit student loans provided by government led financial institutions such as the National Development Bank to economically disadvantaged students in universities, which do not require guarantees or collateral, to help solve tuition and accommodation expenses during their school years. The loan amount per academic year should not exceed 8000 yuan, and the loan term should not exceed 20 years. The national student loan interest rate shall be based on the benchmark interest rate of the same level announced by the People's Bank of China during the same period, and shall not be raised. The loan interest for students during their school years is fully subsidized by the government, while the interest after graduation is paid by the students and the principal is repaid according to the agreement.


There are two modes for students from economically disadvantaged families to apply for national student loans: one is the campus national student loan (hereinafter referred to as "university student loan"), which applies to the handling bank through the school of study; The second is the student origin credit loan (hereinafter referred to as "student origin loan"), which is applied through the student aid management organization of the county (city, district) where the registered residence is located (some regions directly apply to relevant financial institutions).


Article 3: Starting from 2012, Hunan Province has fully launched the work of providing student loans to students from their hometowns. All universities in Hunan Province (excluding affiliated universities) will no longer accept university student loans. Students with financial difficulties from both inside and outside the province studying in our school who need to apply for the national student loan can apply for the student loan from the student funding management organization (generally the internal organization of the Education Bureau) in the county (city, district) where their registered residence is located.

Article 4: Currently, most regions of the country have established student loans for students from their hometowns, with the main financial institutions being the National Development Bank. The details of student loans for students from different regions of the country can be found in the attachment.

Article 5: The student aid loans in the source areas referred to in these Measures mainly refer to the credit student aid loans in the source areas of the National Development Bank (hereinafter referred to as the "National Development Bank Student Aid Loans"). The specific matters of student aid loans in the source areas handled by other financial institutions shall be subject to the relevant policy provisions issued by the local education administrative department and cooperative financial institutions.

 

Chapter 2 Institutional Setting


Article 6: The school shall establish a leading group for the work of national student loans, with the school leaders in charge of student affairs serving as the group leader. The members shall be composed of the heads of the funding center, student affairs, academic affairs, finance, and other departments, as well as the directors of each department. The responsibilities of the Leading Group for National Student Loans are: to lead the national student loan work of the entire school in a unified manner, and to approve the implementation methods for the school to carry out national student loan work; Coordinate the relationship between various functional departments of the school in the management of national student loans; Organize integrity education for students and cultivate their awareness of integrity; Strengthen the special management of national student loan subsidy funds, and study and review the use of national student loan subsidy funds; Supervise and assess the implementation of national student loans; Lead other work related to the management of national student loans.

Article 7: The specific department responsible for national student loans in schools is the Student Assistance Management Center. Under the leadership of the school's national student loan work leadership group, the Student Assistance Management Center is responsible for the promotion and education of national student loans, as well as pre loan, mid loan, and post loan management within the authorized scope of national student loan cooperation financial institutions specified by relevant education administrative departments such as the Hunan Provincial Department of Education (Hunan Provincial Student Assistance Management Center) and the National Development Bank (mainly the Hunan Branch of the National Development Bank), Its main responsibilities include:

(1) Specifically implement the work tasks of the school's national student loan work leadership group, organize the implementation of various requirements of the superior supervisory department and the school's credit student loan work in the source area, and formulate specific implementation measures for the management of the school's national student loan;

(2) Responsible for daily business contacts with the Hunan Student Assistance Management Center and the Hunan Branch of the China Development Bank;

(3) Responsible for organizing the promotion, integrity, and financial knowledge education of national student loans (mainly student loans from source areas) policies;

(4) Guide and supervise the national student loan working groups of various colleges (departments) to carry out various work;

(5) The maintenance work of the National Development Bank's student loan business management system mainly refers to system operation such as account information maintenance, loan renewal declaration review, receipt entry, change of enrollment information, and graduation confirmation review.

Article 8: Each college (department) shall establish a national student loan working group led by the leader in charge of student affairs, with the main responsibilities including:

(1) Responsible for the daily management of students receiving student loans from their hometowns in our department, organizing publicity and consultation on policies related to student loans from their hometowns, and conducting integrity and financial knowledge education activities;

(2) Loan students who experience transfer, suspension, withdrawal, expulsion, study abroad, disappearance, or death should promptly report to the school's Student Assistance Management Center;

(3) Complete all tasks assigned by the school's student loan leadership group and the school's student aid management center on time.

 

Chapter 3 Propaganda and Education


Article 9: The School Student Assistance Management Center and various colleges (departments) shall strengthen targeted publicity and education work, so that students from economically disadvantaged families can timely and accurately understand the guidelines and policies of national student loans, and become familiar with the procedures for applying for, processing, and repaying national student loans.

Article 10: Each college (department) shall vigorously carry out integrity and financial knowledge education among all students in a targeted and planned manner, and integrate this work throughout the entire process of new student enrollment, daily ideological and political education, and graduation and leaving school education. According to the unified deployment of the school's national student loan work, every May and June, a theme month activity on integrity education is carried out among students from economically disadvantaged families, including various forms of special lectures, discussions, consultations, and other activities.

 

Chapter 4 Pre loan Management


Article 11: Before June 1st each year, the Student Assistance Management Center of the school shall do a good job in maintaining the information of the student loan business management system of the China Development Bank's student source areas.

(1) Basic information maintenance and fee entry. Maintain information such as administrative regions, contact addresses, contacts, and phone numbers of universities, and input and maintain the tuition and accommodation fee standards for the new academic year. If there is a change in basic information, the Student Assistance Management Center of the school should promptly contact the Hunan Provincial Student Assistance Management Center (hereinafter referred to as the "Provincial Center") and the Hunan Branch of the China Development Bank (hereinafter referred to as the "Provincial Branch of the China Development Bank"), report the relevant situation and promptly correct the information.

(2) Maintenance of university accounts. The Student Assistance Management Center and the School Finance Department have verified and confirmed the fee account in the Student Loan Business Management System of China Development Bank's student source area. If there is a change in the charging account information, the Student Assistance Management Center of the university must log in to the business management system, use the university account maintenance module, and add or modify the school account information.

Article 12: From May to June each year, the Student Assistance Management Center of the school shall organize and carry out the renewal of student loans from the source areas of the China Development Bank for current students. The Student Assistance Management Center and various colleges (departments) should organize students who have the need to renew student loans from their source areas to log in to the student online service system at least twice a year and complete the updating and maintenance of personal information. At the same time, the Student Management Office (hereinafter referred to as the "Student Office") and class counselors of each college (department) should organize students to log in to the online service system of China Development Bank for student loans in their hometowns before June 20th each year to fill out a loan renewal statement, carefully summarize and state their thoughts, learning progress, and reasons for loan renewal over the past year, submit a loan renewal application, and ensure that the content of the loan renewal statement is objective, truthful, and positive.

The Student Assistance Management Center of the school reviews the loan renewal statements filled out by students one by one, and returns those that do not meet the requirements. Before June 30th, all colleges (departments) and classes should urge students to make modifications and resubmit them within the prescribed time limit to ensure that the loan renewal statement is successfully reviewed and does not affect the subsequent processing of student loan procedures.

Article 13: The relevant procedures for pre loan student loans in the place of origin handled by other financial institutions shall be subject to the announcement jointly issued by the financial institution and the local provincial education administrative department.


Chapter 5 Loan Policies


Article 14 Loan recipients. The objects that our school meets the conditions for applying for student loans in their place of origin are full-time undergraduate and vocational college students from economically disadvantaged families (including students in five-year vocational colleges) who are currently enrolled in our school.

Article 15 Acceptance Institution. The accepting institution for the student loan business in the source area of China Development Bank is the County (City, District) Student Assistance Management Center (usually an internal institution of the Education Bureau). The acceptance institutions for student loans in the source areas handled by other cooperative financial institutions shall be determined by documents or announcements issued by the local education administrative authorities (provincial education departments, municipal education commissions, etc.). Students who need to apply for student loans from their home country can apply through the student aid management organization of the county (city, district) where their registered residence is located before enrollment (some regions directly apply to relevant financial institutions).

Article 16 Acceptance Time. The acceptance period of China Development Bank's student aid loans from the source country is generally from July 15th to September 30th of that year. The processing time of student loans for students from other financial institutions shall be subject to the relevant announcements of the local education administrative department.

Article 17 Loan Limit. The application, approval, and disbursement of student loans from the place of origin shall be based on the academic year. According to current national policies and regulations, full-time undergraduate and vocational college students (including second bachelor's degree and vocational college students) are required to apply for a loan limit of no more than 8000 yuan per person per year; If the total annual tuition and accommodation fees are less than 8000 yuan, the loan amount can be determined based on the total tuition and accommodation fees. If the loan amount is adjusted by national policies, it shall be implemented in accordance with the latest regulations. The loan amount for student loans in the source area of China Development Bank should not be less than 1000 yuan and generally be a multiple of 100.

Article 18 Loan term. The maximum term of the student loan from the source country is determined by the length of education plus 13 years, and the maximum term does not exceed 20 years. The minimum term of the China Development Bank student aid loan in the source area shall not be less than 5 years, and the maximum term of the loan shall be determined based on the remaining years of study of the borrowing student plus 13 years.

Article 19: Subsidy policy. The interest of borrowing students during their study period is fully subsidized by the government. The national student loan interest rate shall be based on the benchmark interest rate of the same level announced by the People's Bank of China during the same period, and shall not be raised. The loan interest of borrowing students during their study period is fully subsidized by the government. Borrowing students who continue to pursue their degrees during the repayment period after graduation can apply for continued interest subsidies. After the application is approved, the original subsidized finance department will continue to provide full interest subsidies. Borrowing students who take a leave of absence during their school period due to illness or other reasons should apply for a change in their enrollment information. After the application is approved, the loan interest during the leave of absence period will be fully subsidized by the government. The interest rate of China Development Bank's student loans from their source areas is adjusted once a year on December 21st based on the latest benchmark interest rate.

Article 20: Grace period for principal repayment. The grace period for principal repayment starts from the confirmation of the repayment plan and is calculated until the end of the 36th month after the borrower graduates. Borrowed students who continue to pursue their degree during the repayment period can still enjoy a grace period of 36 months for principal repayment after completing their degree. Taking the student loan from China Development Bank as an example, the borrower only needs to repay the loan interest and does not need to repay the loan principal during the grace period for repayment of principal for three years after graduation. After the grace period for principal repayment, the borrower shall repay the loan principal and interest in annual installments, and the specific repayment plan shall be executed in accordance with the loan contract of the student loan.

 

Chapter 6 Loan Management


Article 21: Receipt Entry. Each college (department) and class should coordinate with the school's student aid management center to ensure the entry of student loan receipts from their source areas. The student loan management system of CDB will automatically generate the loan acceptance certificate (including the receipt check code with 6 Arabic numerals) after the student successfully applies for the credit student loan of the student origin in the registered residence location. After the student aid management agency in the county (city, district) prints the acceptance certificate and stamps it with the official seal, the borrowing student shall bring the original acceptance certificate to the school for registration and complete the receipt entry procedures. According to the acceptance certificate, the teacher of the school's student assistance center verifies whether the student's nature meets the loan conditions, logs in to the student loan information management system in the place of origin, enters the receipt verification code and the total amount of outstanding fees.

The deadline for receipt entry is October 10th of the year of application. In principle, the processing time for the receipt entry procedures of the student aid loan in the source area of China Development Bank should be before September 30th of that year. If there are special circumstances, the situation should be explained to the school's student aid management center in advance, and the latest should not exceed October 10th of that year. If the receipt entry procedures are not completed within the prescribed period, resulting in the failure of loan processing, it will be considered as giving up the application.

Article 22: Due to the lack of an open student loan management system, the student aid management center of other financial institutions handling student loans from their place of origin is unable to handle the receipt entry procedures online. The borrowing student shall provide the handling certificate at the time of check-in, which shall be reviewed and confirmed by the student financial aid management center of the university. The instructor of the student's class shall apply for affixing the official seal of the college, and go through the formalities of entering the receipt according to the relevant provisions of the financial institution in charge and the education administrative department of the borrowing student's registered residence.

Article 23: Payment of tuition fees. If the borrowing student has successfully applied for the student loan from the student source in the student aid management organization of the county (city, district) where the registered residence is located, when paying the tuition and accommodation fees (hereinafter referred to as "student housing fees") of the current school year, he/she only needs to pay the difference between the total student housing fees and the loan amount. Borrowing students should proactively present the proof of student loan application from their place of origin and explain the situation to the staff at the toll office when paying tuition fees. The outstanding student housing fees corresponding to the student loan from the source country shall not be called for payment. After the student loan is issued to the school account, it shall be used to pay the student housing fees.

Article 24 Personal information verification. Borrowing students must carefully check personal information such as ID number, name, school (department), major, student number, and school system when receiving the acceptance certificate or processing certificate of student loan. If any error is found, the staff of the county (city, district) student financial aid management institution shall be informed on the spot to request correction; Alternatively, you can log in to the student loan information system and modify and confirm it yourself to avoid affecting the interest subsidy policy and repayment.

Article 25 Loan disbursement. After the CDB student origin grant loan has been approved by the provincial student aid management center and CDB, Alipay and other third-party payment platforms will transfer the corresponding loan funds to the school account according to the payment amount on the receipt, which will be used to pay the student fees and accommodation fees of the borrowing students during their schooling.

The arrival time of the student aid loan from the student source area of China Development Bank is generally in mid to late November of the same year. The student aid management center of the school exports various batches of arrival information tables from the student aid loan system of China Development Bank and provides them to the school's finance department, which is responsible for recording and processing them uniformly. The arrival time of student loans from other financial institutions may vary. Borrowing students can bring their ID card and student ID card to the school's financial department to verify the arrival information after the student loan is received. The school finance department is responsible for verifying the outstanding fees of students who have received loans, deducting the outstanding fees from the student loan, and promptly printing tuition receipts to provide to students.

Some financial institutions, such as Harbin Bank in Heilongjiang Province and Rural Credit Cooperatives in Jiangxi Province, handle student loans from their source areas. After approval, the loans are directly issued to the student's own bank card, and upon receipt, the student needs to go to the finance department to make the payment on their own.

Article 26 Feedback on the list of student loans. Every October, the Student Assistance Management Center of the school exports a list of successfully processed loan students for the current year from the student loan system of the student source area of China Development Bank, and the branch (department) provides feedback to the student offices of each branch (department); The Student Affairs Office should organize counselors from each class to carefully verify the information of borrowed students. If any errors are found, they should promptly report them to the Student Assistance Management Center of the school, and remind borrowing students to correct their information (log in to the Student Assistance Loan Online Service System for modification) or go to the county (city, district) student assistance management institution to handle the procedures for changing their educational information. Each class counselor should investigate the situation of applying for student loans from other student sources among students from economically disadvantaged families in their own class, form a summary list, and submit it to the Student Affairs Office of the school (department). The Student Affairs Office shall submit it to the Student Assistance Management Center of the school (department) as a unit.

 

Chapter 7 Post loan Management


Article 27: Changes in educational information. The change of educational information refers to the act of modifying the name, enrollment year, education system, or graduation year of a university due to errors in student or agency information input during loan application, or due to reasons such as student suspension, further education (undergraduate or graduate studies), retention, skipping, dropping out, expulsion, transfer, major transfer (changes in length of education), or going abroad. The change in educational information will affect the changes in the borrower's interest subsidy deadline, repayment grace period, loan term, and other contents that have already been signed in the Loan Contract. Usually, changes in educational information will lead to changes in repayment plans.

The procedures for changing the enrollment information of China Development Bank's student aid loan in the source area shall be handled by either the borrowing student or the co borrower with relevant proof materials at the county (city, district) student aid management agency. If there is a change in the repayment plan, the repayment plan change procedures shall be handled simultaneously. The procedures for changing the educational information of student loans from other financial institutions shall be carried out in accordance with their relevant regulations.

Article 28: The student registration department of the Academic Affairs Office shall, after handling procedures such as student transfer, suspension, withdrawal, retention or demotion, and expulsion, promptly inform the school's student aid management center of the list and relevant materials, and strengthen information exchange and sharing; At the same time, proof materials of successful application (such as a leave of absence certificate) should be provided to the students to facilitate the borrowing of student information change procedures. Each school (department) shall cooperate with the student financial aid management center of the university to timely notify the county (city, district) student financial aid management organization of the changes in student status such as enrollment, suspension, transfer, dropout, going abroad, expulsion, death, and other students who cannot normally complete their studies after borrowing, and urge the borrowing students or co borrowers to go to the county (city, district) student financial aid management organization to handle relevant procedures in a timely manner.

Article 29: The School Student Assistance Management Center, each department, and each class shall establish a student information database for their own level of student loans based on the approved list of student loans from their source areas, and implement dynamic management.

Article 30 Graduation Confirmation. Students borrowing from China Development Bank must log in to the "National Development Bank Student Online Service System (Student Loan from Source Region)" before May 25th of the year of graduation, update their personal information, click on the "Personal Information Change" module on the left side of the page, verify each item, and truthfully update their latest valid contact information, employment information, and co borrower (contact person) information. After filling in the reason for the change, click "Submit". After verifying and updating personal information, click the "Graduation Confirmation Application" button to confirm basic information, contact information, and loan situation. Once there are no errors, submit the graduation confirmation application and complete the application. Borrowing students can only leave the school after completing the graduation confirmation procedures. After graduation and leaving school, if there are any changes in personal information (employment information, communication information, etc.), please be sure to log in to the system in a timely manner to modify and update personal information.

Article 31: The School Student Assistance Management Center and various colleges (departments) shall organize and supervise students to complete graduation confirmation work. Each college (department) should ensure that every borrowing student completes graduation confirmation before leaving the school, and strengthen the review to improve the accuracy of graduation confirmation information. The Student Assistance Management Center of the school should log in to the Student Loan Business Management System of China Development Bank before June 20th of the current year to review the graduation confirmation applications of borrowing students one by one. Students who apply for student loans offered by other financial institutions in their place of origin must proactively contact the local county (city, district) student aid management agency and corresponding financial institutions upon graduation to avoid breach of trust and breach of contract due to delayed repayment, and fulfill their obligations to repay on time in accordance with the loan contract signed at the time of loan.

Article 32 Performance repayment. After the signing and effectiveness of the Loan Contract, the borrower's personal information and loan default information will be directly entered into the personal credit information database of the People's Bank of China, becoming the "second ID card" of the borrowing student. Borrowing students should repay the principal and interest on time according to the agreed period in the loan contract, fulfill the borrower's various obligations effectively, and avoid bad credit records caused by overdue repayment. A bad credit record will have a negative impact on an individual's employment, going abroad, consumption, applying for housing loans, car loans, travel, etc. According to the "Regulations on the Administration of Credit Reporting Industry" (State Council Order No. 631) and the relevant provisions of the new version of personal credit reporting that will be launched in May 2019, credit reporting agencies have a retention period of five years for personal bad information, starting from the date of bad behavior or the end of the period. The credit reporting report displays an individual's repayment records for the past five years.

Article 33: The Student Affairs Office, Academic Affairs Office, Finance Office, student management officers of each college (department), and other relevant departments of the school shall actively cooperate with the School Student Assistance Management Center to do a good job in the management of student loans and other related work.

 

Chapter 8 Assessment


Article 34: The Student Affairs Office shall conduct an annual assessment of the implementation of student loans in the source areas by each college (department), including policy promotion, daily management, file management, integrity education activities, and work effectiveness. The results of the assessment shall be included in the college (department) student work assessment system.

 

Chapter 9 Supplementary Provisions


Article 35: Matters not covered shall be implemented in accordance with relevant national policies, regulations of education administrative authorities such as the National Development Bank and the Hunan Provincial Department of Education (Hunan Provincial Student Assistance Management Center), as well as relevant documents and notices issued by the school.

Article 36: These Measures shall be interpreted by the Student Affairs Office and shall come into effect from the date of publication.
